The Ministry of Food and Drug Safety (MFDS) designated four substances including 1V-LSD as narcotics temporarily for three years. The four are being used as substitutes for narcotics.

The regulator put 1V-LSD in Class 1 temporary narcotics, and CH-PIATA, Class 2 temporary narcotics.

1V-LSD has a structure similar to that of the psychotropic drug LSD which may cause hallucinations and other effects.

CH-PIATA is a synthetic hemp-based substance, which was distributed in Korea for misuse and abuse.

Also, the MFDS said it would renew the designation of flubromazolam and Cumyl-4CN-B7AICA as Class 2 temporary narcotics as their designation expires on Sept. 9.

The two substances have the structure and effects of benzodiazepines and synthetic cannabis. They are regulated in the U.S., the U.K., Germany, and Japan.

The temporary narcotics designation system is to name substances that are abused as narcotics substitutes and may harm public health for up to three years.

The regulator manages temporary narcotics in the same way as it controls narcotics. Such substances are completely banned for possession, use, management, import/export, manufacturing, trading, and brokerage and they can be confiscated.

Anyone exporting, importing, making, brokering, or trading a Class 1 temporary narcotic will face life imprisonment or a five-year or longer jail term.

Exporting, importing, or manufacturing a Class 2 temporary narcotic will be punished with imprisonment for up to 10 years or a fine of 100 million won at maximum. Trading or brokering it will be punished with imprisonment for up to five years or a fine of 50 million won at maximum.

“The new designation and the re-designation of temporary narcotics will block the distribution of newly emerging narcotic drugs and promote public health. We will work with prosecutors, the police, and customs officials to protect people from illegal narcotics,” an MFDS offical said.
