Out of the 45 officials at 14 health- and welfare-related agencies appointed since the launch of the Yoon Suk Yeol administration, 22 have been “parachuted into their posts,” an opposition lawmaker pointed out on Tuesday.

Rep. In Jae-geun of the Democratic Party of Korea made the disclosure after analyzing data received from these agencies.

According to In, from the inauguration of the Yoon administration until July of this year, 45 people were newly appointed as heads and executives of the 14 health and welfare organizations. Twenty-two, nearly half, were confirmed to have ties to the Yoon administration and the ruling People Power Party.

Two more agency heads were also appointed in August and September, and many of them are politicians with ties to Yoon's campaign headquarters, the post-election transition committee, or related to the PPP.

The 14 organizations that In identified as having "parachutists" are the Health Insurance Review and Assessment Service, the National Health Insurance Service (NHIS), the Community Chest of Korea (CCK), the National Center for the Rights of the Child (NCRC), the Korea Health Promotion Institute, the Korea Labor Force Development Institute for the Aged, the Korean Association Against Drug Abuse (KAADA), the Korea Human Resource Development Institute for Health and Welfare, the Korea Health Industry Development Institute (KHIDI), the National Evidence-based Healthcare Collaborating Agency (NECA), the Korea Health Personnel Licensing Examination Institute (KHPLEI), the Korea Agency for HACCP Accreditation and Service, the National Institute of Medical Device Safety and Information, and the Korea Disable People’s Development Institute (KODDI).

Rep. In said nine people were appointed to senior positions, including agency heads. NHID President Jung Ki-suck served as chairman of the Covid-19 Crisis Response Committee, and TeamCorona Crisis Response Committee in Yun's camp, and CCK Chairman Kim Byung-jun worked as the head of the Special Committee for Balanced Regional Development in Yoon's transition team.

CCK Secretary-General Hwang In-shik has a history of registering as a PPP backup candidate for the Seocho District mayoral election, and NCRC Director Cheong Ik-ju was on the Yoon campaign headquarters' policy advisory board.

KAADA Chairman Kim Pil-yeo is the chairwoman of the PPP chapter in Dongan-gu, Anyang, Gyeonggi Province. KHIDI President Cha Sun-do and NECA Director Lee Jae-tae are known to be close to President Yoon.

KHPLEI President Bae Hyun-joo was a member of Yoon's Covid-19 Crisis Response Committee, and KODDI Director Lee Kyung-hye worked as a member of the Busan Metropolitan Council from the Grand National Party, the predecessor of PPP.

In the case of CCK, aside from Chairman Kim and Secretary General Hwang, four more executives were found to have ties to the Yoon Suk Yeol government or PPP.

Directors Song Tae-ho and Choi Kyun were appointed to PPP’s Central Election Campaign Committee, while Director Hwang Ok-kyung was a member of the Yoon Camp’s policy advisory group and Director Lee Chae-pil was previously the Minister of Employment and Labor under the Lee Myung-bak administration.

Meanwhile, Rep. It predicted that the number of "parachutists" in the Yoon administration will continue to increase after July, with the appointments of Kim Cheol-soo, chairman of the Korean National Red Cross, a former parliamentary candidate for the Grand National Party and the Saenuri Party, and Kim Seong-ok, president of the Korea Public Organization Bank, a former candidate for the Gangnam District Office of PPP.

"The Yoon Seok Yeol government, which said it would clean up the cartel, is creating a health and welfare cartel by filling the organizations under the wing of the Ministry of Health and Welfare with people from his campaign headquarters and transition committee and other politicians," In said. "The health- and welfare-related organizations are where policies should be established and administered so that people can feel their effects, If the Yoon administration clearly understands the value and importance of the health and welfare sector, it should stop appointing parachutists."
